Is it possible to start a business in Luxembourg and work in France ?
Yes, but setting up a company in Luxembourg requires demonstrating genuine "substance" — a fixed office — and appointing a manager who lives within a reasonable distance of the Grand Duchy to handle day-to-day management.

- fixed establishment: you'll need a physical place of business in Luxembourg suited to the activity in question;
- effective management: the manager must reside in the Grand Duchy or the border area to handle the structure's day-to-day management.
