What is the difference between an accountant and a certified accountant of the OEC ?

The distinction between a bookkeeper and a chartered accountant is strictly regulated by law: practising as a chartered accountant requires registration with the Institute of Chartered Accountants, which sets specific rules its members must follow. Although both can handle your day-to-day bookkeeping, their responsibilities differ — the chartered accountant brings deeper expertise in strategic and tax advisory work, can carry out audits and reviews, offer domiciliation services, and handle the accounts of companies with a balance sheet total above €2.3 million or turnover above €4.6 million.

Every commercial company must keep proper accounts, prepare annual accounts (balance sheet, profit-and-loss account, notes) and have them approved by the General Meeting within 6 months of the year-end closing. As chartered accountants, we're here to help prepare these documents, draft the minutes of the General Meeting, and file them with the Trade and Companies Register (RCS) as the law requires.

There are generally four main categories, each meeting different needs — from legal obligation through to strategic business management:

  • General (or financial) accounting: the mandatory basis for every company, strictly governed by the Standard Chart of Accounts (PCU). Its purpose is to record all financial flows chronologically (purchases, sales, salaries) to produce official documents such as the balance sheet and income statement.
  • Analytical (or management) accounting: unlike general accounting, this isn't mandatory, but it's the business owner's "dashboard" — used to calculate precise cost prices and margins by product, project or department.
  • Budgetary accounting: the forecasting tool par excellence, used to project income and expenses for the coming year and compare actual figures with forecasts month by month (variance analysis).
  • National accounting: managed not at company level but at State level (STATEC), summarising data from all companies and households to measure the country's economic health.

Your choice should depend on your structure's operational maturity: full outsourcing offers peace of mind for a company just launching, or for a micro-business, since it hands responsibility for compliance (VAT, financial statements, eCDF) to a fiduciary for a predictable flat fee.
